Vladimir Putin, president of Russia, spoke Wednesday in front of the parliament in his annual speech. One of his promises was to target missiles in the direction of the “decision-making centers” if the United States installs nuclear weapons in Europe. “Russia will be forced to create and deploy weapons that can be used not only against countries that threaten us directly, but against countries where the command centers are located to launch such missiles against us,” the president said.
